Developers want to demolish the aging Parkview Plaza shopping center off Memorial Drive in Dekalb County, just outside Downtown Atlanta, and replace it with a mixed-use complex featuring 78 townhomes, 298 apartments and 14,500 square feet of new commercial space, according to papers filed with the state last week.
The shopping strip is set on a gritty stretch of Memorial, a block from Crim High School. But the area is changing fast — a trendy condo development has gone up a few blocks away.The 12-acre tract is now dominated by an enormous parking lot that is often empty. The shopping center has struggled to fill space and attract shoppers in recent years.Neither the developer, Southeast Capital Partners, nor the property owner, Lou Foah, could be reached for comment.
The developers are seeking a rezoning, and the project is large enough that it will have to be reviewed by the Atlanta Regional Commission and the Georgia Regional Transportation Authority.
